Whats the difference between blackline & merge into new document?

I have been trying to distinguish the difference between using the blackline
option or merging 2 documents into a new document. When I think I can tell
the difference, some other change I see throws me off.

Can someone explain?

Generally, the legal blackline option merges only the
changes into a new, 3rd document.
