What's This? Button

In Access 2002 when I'm at school and I click on 'help', there's a 'Whats This? option that I can then click on any part of the program and it tells me what it does. At home in Access 2003, there is no menu option like that on the Help menu?? Also in Access 2002 at school, when I have a window pane open there is a little question mark in the upper right that I can click on for help when I have my cursor in a particular place and at home in Access 2003 it's not there??? Any help on getting this feature activated in my home Access 2003 would be greatly appreciated
