When accessing shared Word Docs, they say "read only" and "Open by user" even though they are closed

We keep getting this happening to multiple users.

Users work on documents on the server and save and close them. Other
users try to open the document up and get the error that the document
is "open by username" and "read only." When I look on the server in
Open Files in computer Management, it shows a bunch of ~tmp files that
are still open for the user that closed the doc, and if I terminate
those, the other users can open the document. However, I can't sit
here and keep an eye out for these.

I found this: http://word.mvps.org/FAQs/AppErrors/LockedFiles.htm but
am hoping there is something I can do on the server instead that will
fix this for everyone rather than having to do all that garbage in the
link on every single computer.

Is this a problem on each person's computer I need to deal with?

Users have Windows XP sp2, Server is Windows 2003, word is Version
2003.

The folder on the server must be set so that ALL users have FULL
privileges - that is they must be able to create and DELETE files or else
it won't work.

If the permissions are correctly set up, then make sure that your server is
patched fully up to date.

If it still doesn't work, please let us have some details such as OS and
Office versions and patches on workstations and the server OS and patch
status.

Users have Modify rights. That should be enough-they can create &
delete documents on the server.

Windows XP Sp2 on the workstations.
Server is Windows 2003 Standard Server.
Both workstations and servers are up to date with patches.

Nope. Modify means modify. They need to be able to create and delete, so
require full permissions. If they cannot delete, the temp locking files will
not be removed.
