When Adding a New Account in Outlook 2003 HTTP Server Option Is Grayed Out

When I try to add my Hotmail account to Outlook 2003, the HTTP server
option is grayed out. I've looked in the Registry for an obvious
setting change, but haven't found it. There's obviously something
that can be changed to make this work.

Any ideas on how to enable the HTTP server settings in Outlook 2003?
