when dial-up line drops, can't restart 2000 unless PC shut restart

I have dial-up w/Earthlink. As per Earthlink policy, if the connection is up
more than 12 hours, the line disconnects. When connection is re-established,
I can return to where I was on the internet but Outlook 2000 will not
reconnect unless I completely shut-down my pc and restart. I have had this
configuration three + years but this problem started several months ago.
Earhtlink has been unable to help - says this is an Outlook problem. Any help
and guidance is appreciated.
