When I click on Rules and Alerts it just flashes and gone.

When I click on Rules and Alerts it just flashes on the screen so fast I can
not see it and it is gone. I have reinstalled outlook 2007 after uninstalling
it and same problem. Can not find anywhere where to even pay for support on
this issues. Any help is welcome.
