When I create a rule, it is always for "The other machine" but I only have
ONE machine, so I am not sure what machine the rule is thinking it is
applying to. Anyway the rules do not work until I go to Tools/Rules and
uncheck the "On this machine only" which seems to solve the problem.

I only have one PC, no network, only one login profile. What's wrong?
