When i rsize a picture how can i allow for distortion?

Picture manager help

when i upgraded my office system to 2003, my picture manager will no longer
allow me to resize and allow for distortion, i have a picture that i need to
stretch a bit in order to fit it into a certain frame.Is there a certain
system that i acn go into that will allow me to do this?
