When I try to use resurces on word 2007

When I try to use resurces on word 2007 such as go to microsoft online or
check for up dates a pop screen comes up that states this operation has
been canceled due to restrictions in effect on this computer. Please contact
your system administrator. I don't know what I'm suppose to do so that I
can use the resources. I have norton 360. THANKS
