When I use "Text Effects" in Outlook and send the email, they are.

When I am sending an email to a coworker or friend and use "Text Effects" to
add "Marching balce ants", "Marching red ants" Etc. to the email, it works on
my computer. Hpwever when coworkers, friends get the email, the "Text
Effects" are not there.

those are features available in Word only. You'll need to send as RTF
formatting and they need to use Word to read RTF formatted mail.
