When I work offline "search" displays the xml script. Why?

I cannot do a successful search when working offline. The XML script
displays with the search term(s) embedded, but does not execute.

When I first installed Office 2007, I had this problem and eventually
uninstalled and reinstalled Office 2007 to see if that would correct it. The
problem is still there.

An Online search works correctly, giving correct results.

How do I get the Offline search to work correctly??
