When inserting an image in footer, page number goes to zero

When I insert an image (drawing, line, etc.) into the footer, the page number
goes to zero instead of one.

I tried formatting the page number to say "Start with 1" but that doesn't
work. (There are no section breaks in the document either)

Even the status bar says "Page 0"
