When Installing Office XP SP-1 - Getting an Error

I'm getting an error when trying to install this fix.
The error is very similar to this one:

The error I'm getting says something like this:

Error 1328: Error applying patch to file
C:\Config.Msi\PTCD.tmp It has probably been updated by
other means and can no longer be modified by this patch.
For more info contact your patch vendor.

Now, the file "PTCD.tmp" changes almost every time I try
it, it would be this one time and then another .tmp file
the next. I made sure the Config folder was gone when
trying to redo it. I also installed all critical patches
for the OS (XP) to see if that was causing it and no
luck. I even reinstalled Office and no luck there either.

Any help?
