When my text box is selected I cannot get the line picker

Microsoft says I can but I assure everyone that it does not appear. I do not
want my text with a border around it, so want to chose no line.

You should be able to remove the border as follows:
1. Select the text box, then select Format > Text Box. Click the "Colors and
Lines" tab and select "No Line" from the Color field in the Line group.
Or
B. Select the text box. On the Drawing toolbar, click the arrow next to the
Line Color tool (the paint brush). Select "No Line".
