When opening a PDF file, File Conversion box appears, & unable to

PDF files appear with a file conersion box. Selecting the encoding that makes
the document readable does nothing but convert it to more of the same
unreadable text.

You can't open PDF files with Word; you must use Acrobat or Adobe Reader.
