When picture is selected, arrow keys activate menus

When I am navigating in Word 2003, I may select a portion and hit an arrow
key, but instead of moving through the document, Word acts as if I have hit
the Alt key.
this seems to happen when there is a picture selected.

It sounds like something is interfering with the keyboard area of memory.
Internet Explorer 7's beta can do this, as can some other programs,
especially those that install extra hot keys or enhance the keyboard in some
way. Are you using any keyboard enhancement programs?

As a temporary work-around, when this happens to me, I curse (this doesn't
help, but it relieves the initial tension), then tap the left Ctrl, Alt and
Shift keys several times simultaneously, and it seem to clear the problem
for a while. (Doing the same with the right C/A/S keys doesn't seem to clear
the problem.)
