When printing template in OneNote 2007, they do not print the line

I am using a college lined paper template plus I have tried a yellow lined
template, but every time i print or use print preview , it does not print the
background, just the words i.e. the lines are missed off...This is so
frustrating as I can not find any option ...Help !

Unfortunately, there is not a way to get the rule lines to print.

Here's what I did to work around that behavior:
Made an image of lined paper
Added it to a blank page
Set it as background
Saved that page as a template
Set that template to be the default for pages in that section

Kind of long, I know, but it works.
