When saving a template off the web

In Word 2003, when saving a template off the web, if you click open it opens
as a template but as a read only template which forces you to save it with a
different name.
If you click on save it saves as a document, and it loses all the attributes
of a template.

How do we configure the web, server, word to save a template as a template?

You save the template in the template folder (see Tools, Options, File
locations if you don't know where templates are stored). Then to open a new
document, you use File, New and select the template which will open a new
document based on the template with all the bits working.
