Where are my MS Access Wizards.

I'm trying to find my Upsizing Wizard. MS Access 2002
help files instructs me to go to File/Get External
Data/Link Tables and the Link Table Wizard will be there.
It is not. I did a complete Office XP Professional
install. What am I doing wrong?
