It's possible that your computer is setup for automatic updating from Microsoft Update and that would install Windows XP, Service
Pack 2.
Basically, the MS Windows team disabled, for security prevention reasons, the MS Office controls used for their method to install
scrolling text, background sounds and a couple of others into MS documents. It's frustrating, but MS has shown no indication that
they plan to provide a replacement capability within Office.
If you're working with web pages, there are web tools (3rd party) that can give you basically the same effects without using Office.
Even if you were to restore the ability in your PC, if you sent a file/email to someone who had the Windows XP SP2 installed, the
functions could be disabled when viewing.

Thank you ...and yes I did read this one ..and re-read it again. It was
written august 2005 ... and I had the web components well after the date of
the notice.
this has just happened...because I was puting web components into my poetry
pages .. and now cannot.
so .. if I have (which I do) the embedded sp2 (oem) .. how can I change it?
If it ws working .. it should work again! ... Right ??
