where can I find instructions on cretaing a new website

I want to create a new web site and would like step by step instructions for
FP 2003

I am in the manual, but am stumped when it asks for:
"If you have decided to create a server-based site, specify a location on a
Web server that is running FrontPage Server Extensions or SharePoint
Services. For example: http://MyServer/MyWebSite."

What do I use? I am hosted by Apollo and my ISP is Road Runner.

If you are creating a web site on your local pc that does not have IIS and
FP server extensions install, disregard the server-based site. You will be
creating a disc-based web.

Then, you will publish your local web to the remote server based web.
