After updating per Dell automatic "fix it" with Office XP SP 3, I no longer
can run Excel. My original Office XP CD does not contain file 'sberet.msi'
which it needs to complete update, but only included in XP small business
disk. (which i dont have)

For MS Office XP (OEM) purchased with a new PC editions were
Standard, Small Business and Professional+Publisher.

Look in Add/Remove Programs in the Windows control panel to see
which edition is installed. If the Small Business Edition is
listed and your PC provider supplied you with a different CD contact
them for the correct CD replacement (Small Business Edition for
Office XP was sold only as an OEM edition), or backup your files,
uninstall Office then restart the PC and install from the
Office XP CD edition you do have.
