Where did horizontal and veritical spacing go?

I am using Access 2007. In Access 2003 I use to be able to set the horizontal
and vertical spacing in a form or report by using the Format->Horizontal
Spacing or Vertical Spacing to set the spacing equal for all controls. How do
I do that now in Access 2007? The selection is no longer displayed in the
shortcut menu or on the ribbon.
