Where did the Outlook Shortcuts disappear in OL2003?

I recently upgraded my Outlook 2000 to OL 2003 and now I find that my
shortcut sidebar has disappeared.
How can I get it back, please?

Use the shortcut pane on the navigation bar.

What do you mean? To the left in OL2003 now there is only a panel with
horizontal bands with items like "Mail", "Calendar" etc. Before I had
a panel to the left of the folders tree where I could drag a certain
mailbox folder and thus create a quick way to open thta folder.
This shortcut also indicated if there was new mail in this folder and
this is my premium use for this shortcut (see immediately if there is
now mail and quickly go there). How can I do this now?
I have over 100 mail folders and I have rules that move incoming mail
to folders and there are a few folders that are especially important
so I want them visible all the time as a shortcut.

That was the outlook bar. It's gone from Outlook 2003 - there is a shortcut
pane you can add folders to. Or you can add them to the Favorites folders
list - right click on the folder and choose add to favorites or drag it to
the favorites list.
