Where do I create a page to allow users to log in to a secured sit

I have developed a site which contains a password-protected subsite,
which contains a proprietary Help system. The whole thing works fine:
Users log into www.samplesite.com/samplesubsite, and the server
asks for a User ID and PW, since I removed anonymous browsing
from the permsissions list.
I would like to present a public page, with an option to log into
the secured site, as well as additinal information directiong the
viewer elsewhere, if he/she is not an authorized party.
I can build the page, but I don't know where to put it. I could put it
in the top-level site, but then I do not understand how that info is
passed to the subsite security system.
Any help will be appreciated.

Simply add a link to a page in the top-level site pointing to a page in
the secured subsite. When a user clicks the link, they will get the
userid/password dialogue.
