Do you mean the Bibliography tool? That was added in Word2007. (And it
doesn't work nearly as well as it should.)

Hi everyone,

I am goperating on Windows Vista and I am using Word 07. In the past I have
been able to use the citings & bibliography function, but today for some
reason I can't and it's driving me nuts! I can't even click on the icon. I've
been reading other posts and i have already tried (numerous times) to
troubleshoot it myself. Repaired, uninstalled, reinstalled, etc and I can't
figure it out. Any help is appreciated. Thanks!

Can you use the tool if you start with a blank document? If not, what
if you start Word in safe mode? Are you running any other third-party
software (EndNote, ...) which might block the tools?
