Where do i find the 'language bar' for using spech recognition?

I have text-to speech software installed, but when i go to

control panel>date, time, language and regional options>regional and
language options>languages tab>details

i cant click on the 'language bar' button, as it is disabled.

What can i do to enable the language bar?
