I was hoping that someone would jump in here with an answer for you. I'm running
Outlook 2002 and it doesn't have anything in the drop-down menus regarding
Stationary.
I searched using Google and it appears that there are many add-ins for Outllok
Stationary. Maybe you had an add-in but it's now disabled. Check Tools > Options
Other > Advanced Options > COM Add-Ins, and see if anything is disabled.
