Where is HTML image option/uncheck 'send a copy' in OL 2007?

Using: Outlook 2007 / Vista
I'm sending an HMTL newsletter by opening it in the OL address bar> actions
send page by email.

My issue is that some users recieve the images as attachments. In OL 2003
you could uncheck Tools>Options>Mail Format>'send a copy of the pictures
instead of their reference' to stop this, but I can't find a similar function
in OL 2007.

In particular Thunderbird 1.5 on mac seems to strip the images.
Any help appreciated
btw any better method of sending HTML from OL?
