Where is MS Photo Editor?

I have Office 2003. I have MS Office Picture Manager, but no MS Photo
Editor. I want to have BOTH. I ran setup, like the directions said, but
under Office Tools there is NO option for Microsoft Photo Editor. Where is
it?

Photo Editor is removed when you install Office 2003

I read that article, and like I said, I tried to install it running setup.
There is NO OPTION under Office Tools for Microsoft Photo Editor, so why do
the directions say so!?

Directions usually work only if you read, understand, and follow
them. Step 1 says, "Insert the Microsoft Office XP CD-ROM into
your computer's CD-ROM or DVD-ROM drive." Actually, inserting a
CD for Office 97 or Office 2000 would work too. You did not
follow the instructions because you inserted your Office 2003 CD.
