Where is MS09.dll on Office 97 access program?

I have office 97 and cannot open access program. It says MS09.dll could not
be located. How can I fix problem?

Doing a little research reveals that MS09.dll is a file included with Office 2000.
Did this machine have any Office 2000 components installed at one time?

Here are a few KB articles. Everything seems to point to installing the latest service packs.

I just had to download the Jet 04 Service Pack 8 from Microsoft.com
that I am pretty sure included MS09.dll. You might want to check that out.
