Where is research button?

Office 2003 has a new feature called the research pane. There is a computer
at work that has Office 2000 but IE on that machine has the research button.
I noticed that Office 2003 resource kit and Visio 2003 are installed on it.
I installed Office 2003 resource kit on my machine (Office XP & Win XP Pro)
but the resarch pane is not an option.

What is the best way to get the Office 2003 research pane without having to
purchase an Office product?
