Where is the Rules Wizard

I am running a single personal computer with XP Home SP2 fully updated - not
been offered SP3 as yet :) - with MS Office 2000.
I am the Administrator.
I currently use Outlook Express 6 for emails and newsgroups, but thought I
might try Outlook for email as well.
I have a couple of rules in OE and I have been looking to see how to set
rules in Outlook - I have Outlook 2000 v 9.0.0.6627.
I have looked at the MS website re rules and have been into help in Outlook
to see what instructions there are in the Office Assistant.
When I follow the instructions and go to 'Tools' there is no Rule Wizard to
select from the drop-down menu.

Is there something that failed to install when I put Office on the computer
or some other reason for it not being where all the instructions say it is?

Are you in the Inbox? The rules option is only available when you are in
mail folders.

Thank you for the reply - yes I am in the 'In Box' as per all instructions I
have read - it defaults to that anyway when opened.
However, things have moved on a bit since my first post - I have again gone
to the Office Ass and on a search for 'rules wizard' the first box that
comes up says ' you can create a rule three ways'. I have just noticed that
the word 'rule' is in pale blue and had not spotted this on previous
readings. This brings up a VBScript info box which says
'Help cant show this procedure because the security setting in your browser
is too high or the Active X control Ouactrl.ocx didnt install correctly.'
Browser security settings are currently all medium IE 6.
It goes on to say I could set the security lower - not too keen to do that -
and if after that I get the same message I am to consult my system admin. to
help install the Active X properly.
I am currently looking into this Active X but have yet to find it in the
Outlook or Office folders - perhaps I need to get it from the Office disc.

My Rules Wizard menu has disappeared also. I am setting up a new Vista
computer with Outlook 2003 (11.8169.8172) SP3. I loaded MS Office and then
ran MS Office Update. I successfully transferred my Outlook.pst file, but
when I went to import my rules, the Rules option is not even in the Menu
under Tools. It is gone! Did this feature get taken away in the Update?
Please let me know how to get the rules back...

Figured it out. Outlook.pst file is only the folders and emails. It did not
set up any email accounts. I used the "Save My Settings Wizard" in
Programs...MS Office...MS Office Tools" as discussed in the post entitled
"how to backup email and all email account settings?". Once the email
accounts were set up, then the Rules and Alerts showed up under Tools in
Outlook.

Never use the transfer settings option to move your Outlook data.
