After furious head scratching, Niccum asked:
| Figured it out. Outlook.pst file is only the folders and emails. It
| did not set up any email accounts. I used the "Save My Settings
| Wizard" in Programs...MS Office...MS Office Tools" as discussed in
| the post entitled "how to backup email and all email account
| settings?". Once the email accounts were set up, then the Rules and
