As stated by Ed earlier:

"Publisher 2003 (and the rest of Office 2003) come with a very minimal set
of
local ClipArt, but give you access to the exclusive Office 2003 content at
http://office.microsoft.com. You need to enable access for Publisher and
the Media Catalog Object to the internet and allow Publisher to search under
Web Collections to access this content from within Publisher.

Let me add that you can use your Publisher 97 clipart with 2003 if you like
in addition to the 30,000+ exclusive clipart items for Office 2003 on the
Microsoft Web.

See the answer above for the Organizer. If you have the Gallery from 97 on your
computer you can use the Gallery as a standalone, drag the CAG icon to the desktop
and create a shortcut. You will not be able to insert from it but you can drag and
drop. You can also - - on the menu, insert, object, scroll down to Microsoft Clip
Gallery. The Gallery is in a folder similar to this:
C:\Program Files\Common Files\Microsoft Shared\Artgalry
