Which data file holds the ribbon interface?

Hi

I saw a webpage about using the ribbon for office 2010 but it shows using a
libid constant for the import.

I don't actually have office 2010 and I was going to ask a colleague to
supply me msoutl.olb and the correct file for the ribbon (since mso.olb is no
longer valid).

Please advice.
