Which is the best way to save contacts to a cd?

Outlook 2000

When a user leaves the firm they want to take their contacts with them. If I
save it as a pst that is fine providing it will be imported into Outlook.
That is not always the case.

What is a universal way of exporting contacts that will import into the
majority of e-mail programs?
