Which software would be more user friendly: Web developer or Web D

I have only used frontpage 2003. Now, with the new vrsions of software
coming out in late 2006 and early 2007, I am not sure whether I should
purchase the Web
Developer or the Web Designer software. I, basically, want to enhance the
frontpage website that I have created.
