Which symbol package can I find the Spanish question Mark?

I am creating a flyer in Publisher in Spanish and I can't find the Spanish
question mark to insert at the beginning of the question (upside down
question mark). Does anyone know which symbol package it is in? Thanks.

It is available in most fonts as its own character (rather than having
to use a symbol font). Either hunt under Insert > Symbol, or hold Alt
and hit 0191 on the numeric keypad. Then release Alt. ¿
