Who can be Timesheet Manager

Hello,
In the Edit User page of PWA, in front of the Timesheet Manager pick list,
the Browse button displays some resources, but not all resources who have
the Approve Timesheet permission.
What is the logic of this display?

By default, only members of the Administrators group and the Resource
Managers group can approve Timesheets. Members of these two Groups have
both the Approve Timesheets permission in the Permission grid for
Categories, and have the Accept Timesheets permission in the Global
Permissions grid. Have you confirmed that you have set BOTH of these
permissions for the resources in question? Let us know.

By the way, if you have people who specifically need to approve Timesheets,
you really should create a custom custom Group with the relevant permissions
and then add these people to the Group. Or much easier, simply add these
people to the Resource Managers group. Hope this helps.
