Yes,

After you have create the main merge document, Remove the
<<Next Record>> statement from each label.

For example if you are merging <<Last Name>> on a page
with four labels. Instead of having:
<<LAST NAME>>
<<NEXT RECORD>><<LAST NAME>>
<<NEXT RECORD>><<LAST NAME>>
<<NEXT RECORD>><<LAST NAME>>

Use:
<<LAST NAME>>
<<LAST NAME>>
<<LAST NAME>>
<<LAST NAME>>
