Why are arrows and connectors not available in OneNote?

Absolutely senseless not being provided with an "arrows and connectors kit"
in OneNote as that available in PowerPoint!

kit" in OneNote as that available in PowerPoint!

They simply didn't have time to do it before they had to ship the product.
I don't recall if PowerPoint 1.0 had the arrows and connectors either but
in any event it's a popular feature request and might make it into version
2.

When is this One Note Ver 2 coming. This has the potential to be an excellent
note taking software, but much seems to have been forgotten!

If it follows the release schedule expect for Office 12, it will be sometime
in the second half of 2006. I would expect a service pack (fixing bugs, no
added features) sometime early next year.

Chris Pratley has said that there will likely be a beta by the end of
this year, but final release will be with Office 12 next year.

and will that beta be available to the general public or only to a select few?

Beta 1 will only be made available to people who have been accepted into
the Microsoft Beta program, I'm sure. You can apply for it at
beta.microsoft.com
