Why are emails flagged with attachments but there isn't one?

Emails in inbox are showing the paperclip - flagging it as having an
attachment - but there isn't anything attached. (There is also not a notice
in the info bar stating the attachment may be harmful, so that isn't it) Why
are the emails flagged but there isn't anything there? How can I get the
paperclip icon to go away? This is happening to multiple users here. Thanks!

Is there an image or logo somewhere in the body of the message or maybe a
signature? Sometimes they show up as attachments.
