Why are enteprise resource menu items disabled?

I have project server 2002 running on windows 2000 server and I am using
project 2003 on windows xp professional to set up my projects and publish to
project server.

I was trying to add resources to the enterprise resource pool, however when
I go to tools and then enterprise options, all the menu items relating to
enterprise resources are disabled. The menu item that says build team from
enterprise under tools is also disabled. I can import resources from the
project server when I choose assign resources under the tools menu, but I am
unable to add a resource or even edit a resource in the pool.

Can someone explain to me why this might be the case? I used to be able to
do this before, and I have not done anything out of the ordinary. Any
assistance would be greatly appreciated.
