why are incoming html files changed to attachments

When some external contacts forward html forms to me they are changed to an
attachment instead of just staying in the body of the email. I using MS
Office Standard edition 2003 on the desktop on a Windows 2003 smallbuisness
server.
I don't get a notification of the change. I have eliminated all the
antivirus on both the server and desktop and it still happens. I feel it has
to be an Outlook setting.

It appears that these people are forwarding them to you as attachments.
