Why are navagation links are not visable on my published web?

I have placed navagation structure at the top of a index page and after
publishing, the published version doesn't display any of the links to go deep
into the web. Also other pages in the web don't have the navagation
structure that I created.

On ether side of the image on the index page is a nav. structure that is not
showing up.

I just installed FP2003 over FP2000. Is there a need to upgrade server
extensions?

the links you're trying to show are FrontPage link bars.
you'd need to define the site in "navigation view" (while working in a
"FrontPage web" or "FrontPage site" locally) and when you publish use
FrontPage's http:// publishing method.
