Why are signed messages converting to plain text?

Hello,

When I click on a signed HTML message, the message appears in the View pane
as plain text. The option under Trust Center / E-mail Security / Read as
Plain Text -- to read all digitally signed mail in plain text is not selected.

Is there some way that this capability could be forced by another setting or
by a left over registry setting, or by some kind of security policy?

Non-signed HTML messages are showing normally.
