Why are some pictures not showing in emails from safe senders?

I am using Outlook. Some pictures show up and some don't. the ones that don't
have the box with the red x in it. Is there I way for me to open those
pictures or change it so that I can?

Do you get the notification "Click here to download pictures..." at the top
of the message and in the picture "Right-click here to download
pictures..."?

If not, the pictures are not blocked or broken by Outlook.

No, I did not receive a notification. Can you please tell what else could be
the problem? What else can I try? I would greatly appreciate it.

Could be the person who composed/sent the e-mail didn't correctly
link/attach the pictures.
