Why are there copies of all incoming emails in C:\ root directory

Cannot delete or shred what appears to be encrypted copies of all incoming
emails. They remain in the C:\ root directory until I reboot, and only then
can they be deleted or shredded. Is Outlook doing this and if not, how would
I locate the program responsible for it?

Outlook would never do that. You are probably using an antivirus program to
scan your mail. Don't.
