Which came first, the chicken or the egg? There is no particular order on
the web as you have in your Publisher file on your computer. The order is
dictated by your links. If you click on a link and it takes you to the wrong
page, rewrite the link. If you are using the navbar wizard to produce a
navbar, then reorder your pages from within Publisher, and recreate your
