Why can't email receiver see header on Word document?

I have been sending a Word document that includes a header to clients.
Several people have said that they cannot see the header. Help?

If you have been using File, Send To, Mail Recipient directly from Word, the
document is converted to HTML and transmitted. In HTML, there is no such
thing as a page, so H&Fs will not work. I suggest that you send the document
as an attachment if you want to retain the H&Fs.
